BACKGROUND
As an answer to the need to extend quality health services throughout the country, the Ministry of Health of the Kingdom of Cambodia developed national health policy and guidelines and started the implementation of the Health Care System Reform Plan since three years. This reform is based on both organisational and financing strategies through the development of the district health system.
The District Health System includes a reorganisation of the health service coverage and intends to organise health services in a rationale way, linking first line health services with their referral hospital, which provides services not given at the commune level.
One of the main problems to successfully implement the new strategies besides lack of infrastructure, equipment, medical material and budget for running cost, is the poor competency of health personnel as well in technical quality as in managerial capacity.
The training of district health managers is seen as a critical element in the implementation of the Health Coverage Plan. Effective management at Operational District level is needed to re-structure services, re-deploy and re-orient staff, and supervise, maintain and evaluate the progress of services.
To fill this gap and in addition to short training offered through MoH the NIPH, conform to its mission, developed a 6 months Health Services Management Training Course in co-operation with SEAMEO TROPMED – Mahidol University Bangkok. Course implementation was developed in collaboration with MoH.
The first course started in August 1998 and will finish in January 1999. This course will be regularly updated and is planned to be offered each year.
For those interested and able to go to a higher level degree, supplementary Modules and additional training will be worked out together with Mahidol University Bangkok for next year

OBJECTIVES of the Training
Objective of the course: Improve managerial skills in order to enable provincial/district management teams to implement the Health Care System Reform in Cambodia
Direct expected result: Improve knowledge and skills necessary for health services management
Expected output: Improve organisation and management of operational districts
Expected long-term outcome: Improve offered health care services at hospital and health centre level
TARGET GROUP
Provincial/district management teams
They should be resident in their districts, and committed to a continuing management role within the province.
The minimum required as professional background is secondary nurse, but Medical doctors, Pharmacist and medical assistants would be better, women should be advantaged.
